TOPIC: Laws, Rules, and Ethics Presentation for FL Engineers
This 2 hour course satisfies the 1 hour Laws and Rules requirement, as well as the 1 hour Ethics requirement. Regarding laws and rules, attendees should leave the presentation with a firm grasp of the requirements of Chapter 455, F.S., Rule 61G15, F.A.C., and the Florida Practice Act, Chapter 471, F.S. The disciplinary process, guidelines, and penalties found within these statutes and rules will also be covered. Finally, attendees will be brought up to date with the most recent law and rule changes, as well as be provided with an application of the provisions of Chapter 471, F.S., to individual cases and unlicensed practice cases during the immediately preceding biennium. Regarding Ethics, Attendees should leave the presentation with a firm grasp of the definition and explanation of “misconduct” in Rule 61G15, F.A.C., as well as exposure to codes of conduct from different engineering societies. Attendees will also leave with a greater understanding of common ethical issues engineers face, what constitutes “plan-stamping,” how to avoid this ethical issue, and the procedures for the adoption of another engineer’s work. Finally, attendees will be exposed to a discussion of several cases involving unethical behavior, as well as the application of the codes of conduct and Florida BOPE misconduct rules to several hypothetical scenarios.
SPEAKER: Paul Drake
Paul Drake graduated magna cum laude with a B.A. in Philosophy and History from Florida State University (2011), and a J.D. from Florida State University (2014). During law school, he served as a law clerk for the Department of Business and Professional Regulation and the Department of Environmental Protection, where he continued in his position as a law clerk after graduation from FSU College of Law. After this clerkship, Paul joined the law firm of Grossman, Furlow, and Bayó, which specializes in regulatory and administrative practice. Paul represents a variety of licensees, including engineers, pharmacists, pharmacies, veterinarians, and physicians, against regulatory action by Florida government agencies. He also assists licensees with regulatory compliance, as well as assists professionals in the licensure application process. In addition, Paul has created and developed laws, rules, and ethics content for pharmacy, veterinary, chiropractic, and engineering presentations. He has presented before local and state professional organizations on licensure and regulatory issues, including presentations on laws and rules, as well as ethics and boundaries.
